Omitting the fact that MAME is packaged for nearly all distributions (yes, sometimes by third-party repos due to the license), the 4% under the old license includes all of the common FM sound chips. These are used by thousands of games, including popular titles like Street Fighter II, OutRun, and Marble Madness. So you could create a fully F/OSS compliant MAME right now, but few would want to play it.
