According to Firefox, mameinfo.dat is encoded using the windows-1252 character set.

I agree. UTF-8 is a better encoding choice.

Though I'd recommend not using a Byte Order Mark (BOM), which Notepad always adds.

Many other text editors (like Ultra Edit, for example), allow you to save it as "UTF-8 NO BOM".
