It's graphics/copy protection of its day. You can't just dump the chip, it takes custom hardware Charles made. Without it on a pcb the game would run with a black screen. MAME fakes its functions somewhere (fake the funk lol). Having the dump means people can make conversions, replace the chip if it fails on an original or maybe someday hook it up and have its code run instead of faking its functions.
