One reason could be due to with the early pcb technology having limted amount of ram/memory to work with, it was likely easier to reuse some of the English language (insert coin or credit) to fit within the limited amount of memory storage instead of Japanese language. By mid 1980s, with chips not being as expensive and ability to handle more memory, it was possible to have all language be non-English for such phrases as "Insert Coin" or "Credits" etc.
