All information are extracted from the gaming-history database during the generation of the History.dat. In this database, parent entries are not the most recent ROMs like in MAME but the oldest version (the original release).
In the case you are pointing, the parent set for' sf2' in MAME is an Export version on an Updated hardware. It is not the original version.
In the History.dat, Export entries sometimes serve only information about the differences they have with the original release, or the proper information for this particular version. It's a historical logic. For more information about the game itself, you have to go to the original game entry (in this case, the Japanese sf2 since sf2 was a game developed in Japan). To give you a good example of an original entry content and an export entry content, see this from the nes softlist: Original => Bikkuri Nekketsu Shin Kiroku! Harukanaru Kin Medal (contains description and info proper to the game) Export => Crash 'n' the Boys - Street Challenge (contains differences and info proper to this version)
