In fairness, Nintendo and Sega were known to prototype their next system's big titles on the previous system (Mario 64 was famously originally a SNES+SuperFX2 game, and Shenmue was originally on the Saturn). I wouldn't be surprised if Super Mario World started development on the NES, even though Nintendo had no intention of releasing it on that platform.
