Pretty sure this has been around since Aaron Giles did his video rewrite back in 0.106u series. I seem to recall noticing it mostly in Metal Slug when scrolling. The scaling was uneven, so you'd see a few columns throughout were slightly wider than neighboring columns. I could never find the proper settings to get rid of it. I believe there was a -cleanstretch option prior to the rewrite, nothing equivalent after.
Then at some point I switched to SDLMAME (linux flavor), found the -[no]unevenstretch option, and never looked back.
I just enabled -unevenstretch and it kinda looked like your screenshot. Then I tried -nounevenstretch and it was nice and clean again.
