it only happens the first time you launch the game, then the copied data are saved in the nvram/ folder, so that if you don't delete it you don't have to re-do the process next time you want to play it
also, as other pointed out, you cannot completely skip the process, the best you can do is to use the fast-forward option to reduce the time needed
