When HLSL was introduced, I was the owner of an on board GeForce 6100 with an Athlon X2 4400. Performance with HLSL enabled caused all games (no matter who fast otherwise) to require Frameskip of 6-8 to even function at 100% speed. Not optimal at all but babe minimum yes. Since then, I think, the bar might have been raised.
There is a problem too with XP, 32-bit and GeForce recent drivers causing crashes and blue screens. If you have an older driver, (circa 2009-2010) try that one with MAME.
