Yes, absolutely !! Vas is spot on.
There's tons of little basement arcades around HK - maybe 10-20 machines maximum in each. They are often poorly ventilated and smokey, and very hot, but they are great places, and full of games. And they all seem to have the volume of every machine turned up to maximum. You can be walking down a quiet side street and you will hear a cacophony of loud arcade sounds long before you see a sign or entrance. Keep your ears open. 
There are much bigger arcades as well, at the usual places. But, without the smoke, heat, noise, and the constant worry of the "how am I gonna get out if there's a fire" danger, they just don't seem as fun as the basement arcades though.  Always best to take note of where the exit is before every game !
Note: all of my comments above are going by how it was when I was last there - about 10 years ago. It might have changed now .... but I hope not.
