Not really. It's not fair to generalize like that, Brazil is a huge place. I've been here for 9 years now and I haven't been in any danger or felt singled out as a foreigner, not in a negative way anyway.
No matter if you're a tourist or local, there are places you shouldn't be, especially not by yourself after nightfall. But every country has places like that right?
Depending on where you are, just be careful, pay attention to your surroundings and don't make yourself an easy target.
Don't walk around in the Favela wearing a loud shirt and socks in your leather sandals with a 1000 dollar DSLR hanging around your neck.
Actually the Favela might be a safer place for you to hang out than the local tourist trap...
