In that arrangement it reduces contact patch of the belt on "10" and hence reduces tractive effort at the same belt tension. OTOH "2" could be a tensioner element or something which would allow you to run it with higher belt tension without having to mount the drive or load on the tensioner, and hence get more tractive effort.

Or am I missing something obvious?
