Not to say he can't find a better system, but my current MAME system *is* an Athlon 64 from 2005. I always run the latest build and I can run most early games at 100%. Is it the ideal platform for a kick-ass emulation system? Definitely not, but if it gets the job done and you can put a system together for ~$150USD, I feel like you could do worse.
I've never used Hyperspin, so I can't speak to that, but I wouldn't let a frontend dictate my hardware choice. There are enough of them out there, and some are pretty lightweight.
