Many of the boards for these TTL games are quite rare. And since they're from the 1970's, they're also quite old. Sometimes, a board is available, but the ROMs have gone bad. Other times, only schematics are available. Thus, you can have games with enough information available to emulate them, but no way to dump the graphics ROMs. In practice, I think this is generally the issue, not any concerns over copyright.
