For 12.04, which is "precise", they appear to be stuck at 0.145, which is no fun. Wallyweek's page has 0.149u1 for 12.04 and other versions: http://sdlmame.wallyweek.org/download/
I believe the Debian Games team makes more up-to-date .debs that also can work on Ubuntu as well, but I'm not directly familiar with that situation.
I am told UME works on Ubuntu, but I as the Linux/Mac support guy don't have the bandwidth to deal with it so UME is officially unsupported except for on Windows. So if you like it and it works for you, great, but if it breaks you keep all the pieces ;-)
MAME on Linux can be built 32 or 64 bit, same as on Windows. 64-bit has the same speed advantages as 64-bit on Windows.
