I think (really, guess) that early "-03" boardsets might have actually checked that code before running; the later "-08" boards may ignore that and I know they have 'internal' rom-fixed country code in the roms. We have roms dumped for "-08" regions A and B, which is a 1 byte change between them; its possible the older "-03" boardset's oldest roms did use the dipswitches for "region protection" instead.
