Windows 7 supports XPDM as well as WDDM. http://msdn.microsoft.com/en-us/library/windows/desktop/ff471598(v=vs.85).aspx
I have a laptop with an ATI Radeon 9000 and there are no WDDM drivers for it, Microsoft have signed XPDM drivers for it on windows 7 update though. Intel had a high profile graphics chip that they sold in systems marked as vista compatible, even though it never received a WDDM driver and therefore couldn't run aero. google for aero with XPDM for people trying to figure out how to get it working.
I've not tried Windows 8 on the laptop because it won't install on a p4m as between the final preview and RTM they added some checks for cpu feature that it doesn't have. However it appears that they have now dropped support for XDDM and replaced it with the generic Microsoft Basic Display Driver.
