As I'm sure you saw, PacMani, NicoDE found the binary hack which will allow the 3dfx version to load the Arcade-/Arcade tracks.

Additionally, getting the Arcade tracks to work on a modern OS with the D3D5 POD binaries are spelled out in that thread.
