Instead of adding anything to the path try calling setenv.bat before you start compiling.

CALL C:\MINGW\mingw64-w64\setenv.bat
or
CALL C:\MINGW\mingw64-w32\setenv.bat

You also need to run setup-Python.bat and setup-Qt.bat once if you haven't.
