Are there any alternatives available in your area? Call up your ISP and threaten to quit, usually they'll give you a better deal to keep you around. I did that several times with Comcast, until FIOS came to my area and their rate was even better than Comcast's discounted rate. I'll do the same with FIOS when my contract is up for renewal.
