I don't mean to nitpick, but you linked to the X64 version and your command prompt shows you ran "mame garage_5e"
instead of "mame64 garage_5e"
If you renamed the executable for some odd reason, then I'm asking myself what else got modified for this problem to happen.
You might consider extracting MAME_0.148u5b_64-bit to a fresh folder then create a fresh mame.ini (on a secondary drive if possible) and see if you get the same crashes on a fresh setup.
Did you know you can create a shortcut to cmd.exe and then move the shortcut into your MAME path, so it eliminates you having to CD
