It does appear that the BIOS is not dumped properly. The first half is not supposed to be 1-filled. It's supposed to contain the word "Award" at offset 0x12, for example.
Of course, even if that is found, the BIOS extension module is absent, which is needed in order to boot from a hard disk (that's what performs the drive detection).
Perhaps another chip is supplying that content, but it seems more likely that shadowing or something similar was enabled at the time of dumping, leading to the missing content.
Then the CHD metadata isn't acceptable to the BIOS - Award doesn't support drives with more than 16 heads. The cylinder count needs to be increased to 8908, and heads reduced to 15, but that requires recreating the CHD, because the current one is in the old format and can't be edited.
