It does learn, you play the game and it learns what values should go up.

It's no different to animals learn, just assume that the computer associates those numbers going up with pleasure.

When it's actually playing the game then yes. But then again no different to how animals react. Try something, if it doesn't result in what you want then go back and try again.

I don't know exactly how it picks the next move, it could try them all or random or something entirely different. Although that is not exactly relevant to how it actually plays.
