But I don't know exactly how to fix it. Turns out... it's actually my video card! When I noticed I had the same problem in PowerDVD I feverishly went through settings and when I disabled hardware acceleration in favor of software... problem solved. Opened IE, turned off hardware acceleration... same thing. Problem solved.
I wonder if updating the BIOS on the video card will fix the problem. There are no official BIOS releases, but I found a dump of a newer BIOS from the same type of card
(Sapphire Radeon HD 7850 2GB) This BIOS is dated December, while mine is dated March.

UPDATE: Flashed the Video card's BIOS. Had to reinstall Catalyst so the fan would stop screaming (The bios changed one of the ID numbers so it's like I put a new card in), but it seems stable. The problem isn't *completely* gone, but it actually is better. I'll just leave hardware acceleration off except for games.
Oh, and by screaming, that it to say it was clearly audible. This card is actually VERY quiet and I can't hear it over my case fans at all unless I manually crank up the fan speed.
Just broke my personal record for number of consecutive days without dying!
