What? I would suggest that the exact opposite is true. Developing for a console requires expensive licenses (XBLA, Playstation Store, and Wii Shop notwithstanding). Console games tend to be multimillion dollar, AAA productions, and so tend to stick to proven genres and existing franchises. PCs have their share of AAA titles, but anyone with a compiler can make a game. With services like Steam, GOG, and all the indie bundles, you can find an almost unlimited number of unique or even experimental games.
