Original He-Man was a comic book character. He wasn't anywhere near as powerful as the He-Man we know from TV, just the strongest of his tribe who were all pretty tough guys.
You're right about the first iteration of He-Man on TV though. They made the toys first re-using as much existing tooling as possible, and then made a show to advertise them. Then they thought maybe they could get the same success with girls and created She-Ra.
