The only way I know that things can be under 100% but your CPU have the power is that MAME is throttling your video/emulation to match that of your display.

-waitvsync, syncrefresh or another similar video command is likely causing your problems. Shut off video syncing and see if that is indeed the issue. You may or may not be able to change your monitor's refresh rate via Windows settings, but that might be an option too.
