here you go, pick one of these two links below and install (mameuifx is like mameui but some differences here and there..)
i just tried sfa3 with the 32bit build below, on my 5 year old laptop, WIN XP, intel core 2 duo 2ghz cpu, with 2gb memory, and sfa3 stayed on a solid 100% speed...(so, if you dont have any luck with this version of mame below, then we know it is some other problem with your pc somewhere). let me know if you have success...

EDIT: additional info, i just downloaded and tried official mameui 0.138.. and i also got 100% speed in that with above laptop specs. hmm, so im not sure of the problem. are u running windows 7 perhaps....(scratches head...)
