They need to go look at the recipient, to see what difference that $500 really made, to see if they really "made a difference" at all. That amount of money might pay a bill and buy a couple weeks worth of food here. It goes farther in other places, but after four months, you can be pretty sure she's in the same condition she was back then.
"Making a difference" money starts in the tens of thousands, when it can pay mortgages, settle debts, or put someone through school. Maybe even little enough to get them reliable transportation to a job, if they aren't too bad off.
