yeah. software folders have been removed at least 4 years ago (and in the final period they were only used by MESSUI not from command line)
Now you - either load any file by specifying its full path (both from command line, from the File Manager in the Internal menu and in frontends)

- or you use software lists, store the files in roms\nes\ and launch

(in this latter case the "nes" name of the folder corresponds to the nes.xml software lists, so that e.g. Sharp X1 games will be split in roms\x1_cass\ and roms\x1_flop\ since X1 emulation supports two separate software lists)
