Thinking outside the bun, I would imagine a hydraulic jack UNDER that fence... busting the fence up, would be a quick job... faster than cutting through it... kinda like how breech teams go through the cinderblock walls of buildings with steel security doors to breech inside... cement is way easier to destroy.
That nearest edge has quite a gap under it already without even having to break up cement ot make space for the jack.
Just playing devil's advocate.
