Obviously you don't want your ROMs on an SSD, that's a waste. The best setup is to have your Windows install and programs on the SSD and data on a conventional large drive. That way bootup is super-fast and launching programs is super-fast but you still have all the cheap storage space you need.

And no, even 15k RPM drives can't compete with current-generation SSDs as a boot drive.
