I'm going to attribute the good stuff to the writer/director, and blame the producer for things like the Air Force guy who goes from killing people that get in the way, to sacrificing himself to save the kids that are about to expose him.
Also, weapons that need to be manually loaded for each shot that still manage to "misfire" repeatedly.
Why? Because I haven't forgotten the gun-removal incident from the re-release of ET.
Betting this stuff isn't pointed out in the commentary though.
