Because it is short sighted. You end up managing even MORE than if they were here.

Sure they have a QA dept but now you have to run it thru YOUR QA. Sure they have a set of docs of what to do. But you have to go thru everything to make sure it was done. So on and so on. About the only thing you save on is the dev cost. The rest of it you have to go back and double check (which is what you have to do anyway with local dev work).

It works short term (on very small projects). Long term it becomes *their* projects and not yours.

Then you have a 10-12 hour time difference (and thats if you are on the east coast). This one here is a pain. By basically noon (if your lucky) they are done. As with local guys I can at least call them up and get them in front of me to explain their actions...

If you 'offshore' you get basically 3 classes of devs. Newbies who have 0 clue, the grizzled veteran, and the 'ok' guy. Deving things is more than just cost. When your organization starts to realize it things change. If all they care about is cost then you get off-shoring. You can get 3 devs for the price of one... But remember *you* are not hiring them, the company you hired is.

I am slowly going insane doing this btw...

We as a country have decided we do not want to pollute our environment and people should have a least a living wage. That comes at a cost (both human and dollar). Dont get me wrong I am not saying this is bad or good. It just is. However, we have to still compete with people where neither one of those is a concern...
