I tried to open the one page PDF you linked to... and at first it was doing ok, but then I got an alert that packet loss was causing some packets to overflow into the tributary domain service lines, which themselves started to backup, resulting in node switch overflow that allowed loose packets to jump from tributary lines into the main fiber-optic thouroughfare. Electrons, being negativelyly charged, flowed with the loose packets, creating a build up of negative charges in the regional transformers, which themselves allow excess voltage to bleed off into conduits which help supply California with its power, but then they blew... causing rolling blackouts.
What's in the PDF? I never got a look at it.
