None of the reccomendations worked except for the cache size. (changed from 32MB to 512MB) At one point, uTorrent was running so bad that it locked up and caused IE to run out of memory and restart. Then I unchecked the "disable Windows caching" boxes. It got more stable after that but still had minor dips occurring every few minutes.
