You could also use ImageX from a Windows PE disc (or run it from a flash drive with a Windows 7 install / repair disc).
You would capture the image to a wim file, then apply it to the new SSD. Since this is based on files instead of sectors, you shouldn't have a problem with it being smaller as long as the data will fit. ImageX comes with the Windows Automated Installation Kit (WAIK). It is a 1.7 GB download to get the 568KB exe you need. If you want it send me a PM and I'll upload it somewhere.
