Just wanted to correct you on this. You may be technically correct in one extremely small scope - an "Act" is a bill that one house has passed (although not many use this term, and most state that after both houses pass a bill it is an Act). However, how everyone uses the term (including lawyers, judges, and the statutes written), an Act is law. Usually a chapter in the code books of a group of statutes are known as an Act.
e.g., The Consumer Remedies Act, The Copyright Act, Condominium Act, etc.
