If I'm wrong someone correct me...
The overlay only modifies the RGB of the screen; there's no alpha blending, because the overlay isn't typically visible in the first place (as most games that use an overlay use a monitor that lies down in the cabinet, and reflects up to a mirror).
In a game where the overlay is visible (such as Star Castle), the LAY file includes a second entry using the overlay element as a bezel (as it sits on top of the screen), usually with an alpha of around 0.2-0.4
