I'm not an HVAC guy, but I play one on the weekends...
Can't really say much without knowing a brand, size of your pad, layout, insulation, etc.... A few things I can determine is that if your last pump worked well, and didn't switch on/off to often, then stick with a similar sized unit. In your climate, a higher SEER is more important than any of the other acronyms. Your HVAC guy should be able to give you info on payback periods between the different models, if not find another HVAC guy.
