The game runs at the best speed the hardware was capable of in the late 1980's.
If Atari had the hardware that could run the game at a solid 30 or 60fps available to them at a price that was affordable to put in a commercial arcade machine, they would have done.

Very expensive for the time.....to put in a CPU that could triple or quadruple the frame rate, would have been just too expensive.
