R. Belmont, earlier I provided pics of the problem in both MAME and MAMEUI. I only showed both because the problem performed differently in either one. Just in case that info could be helpful in providing a fix.

Thanks Tafoid, but I've actually never updated my video driver before. At the time I was reporting this problem I was still using an old driver from 2007. I tried installing the latest driver, and then the oldest one they have still listed from 2009. Neither solved this problem.
It's strange, HLSL itself works, but for some reason MAME refuses to launch roms through the executable when it's enabled. I can only launch roms through a command line now. Previous versions worked entirely fine. I'm surprised, but it seems like this problem is exclusive to me. Guess these new builds of HLSL don't like my ole 7900GS no more.
