To do that would require a constitutional amendment. Which I am not saying is impossible. But would be difficult. As taxes have become a way of social engineering (dont like something tax the hell out of it). No politico would want to give up that power.

Also many areas overextended themselves with projects they couldn't really afford. So they have higher taxes. The city counsels get used to having that level of cash. Then want some new project and raise it 'for a short time' and poof everyone's taxes go up (both property and sales). Ive seen it over and over.

Also it is possible to hide sales of items too. Just for example buy and sell in say Jamaica and declare the profits as dividends from a external shell company.
