Flat tax or not. The *SECOND* you add in any sort of restrictions someone else wants one (health, growth, social injustice, or whatever). *ANY* exceptions are why we are where we are now... If you can get exceptions it is just a matter of the right bill being passed and your exception added in (just like it is now).

Another reason it will never pass is earned income credit, dependent deduction, and mortgage deduction. People want those (no matter their class level). These are the sorts of exceptions that breed other exceptions. They will never go away. As a large portion of the population use them every year.

Also one question I ask is why am I filling out a 1040 anyway? If I get it wrong they TELL me and fine me for getting it wrong. If turbo tax can figure it out in about 30 mins of me putting numbers in the gov can too and just send me the bill/credit... In fact they already do (as they are given the same numbers)... But we as taxpayers still fill out this archaic system. Sure if you have something more complex you can file or if the gov got it wrong you challenge it. But I am sure 90% of the people out there can use fairly standard stuff...

Progressive taxes were invented to control inflation. They were sold as a 'social equality tax'. Flat tax would not necessarily bring in more or less money to the gov (the reason they have no incentive to change it). The reason for that is the gov would need to lower/raise taxes to get about the same amount of money coming in. But it would across the board save the tax payers lots more money/time just in prep work alone... Sorry, letting my econ degree show (freeking useless thing, the compsci one pays)
