If you know how to mess with bukkit and other modding schemes, you can get rid of 90%+ of griefing by auto-kicking anyone from the server who does not pass the test on

replace troll with username used on login
if it returns false, kickban from server, preferably by IP rather than username.
Alternatively, use a bukkit plugin which stores transaction logs by player and allows modification reverts and chunk reverts.
Also be sure to import the banned registered userlists from that mcgreifing-tracker or whatever project, to avoid known griefers who actually DO have real accounts.
