To be completely pedantic, 1,073,741,824 bytes is actually a "gibibyte" and 1,000,000,000 bytes is a "gigabyte". Most people will use "gigabyte" for both, however, because it's impossible to say "gibibyte" without sounding like a schmuck.
I strongly suspect Comcast is using the latter value, so you get 250,000,000,000 bytes per month, and technically they are correct.
