Any time you see "pal" in there, the only people who can possibly dump it are Charles or people who built his contraption and even of those, maybe only half of the pal types found in arcade games can be read out currently. Any time you see mcu, it has to be decapped. The ones with 8751 in there, that's also an mcu. When you see one from a System 16 game it's going to be the Hitachi block or another mcu like an 8751 that either has to be decapped or hasn't gotten to the right person yet. They made lots of revisions with their own block/mcu and some of the sets were dumped years ago and may never be completed because the parts die. 279 bytes is going to be some pals that probably wouldn't help the emulation but could help with a board repair. The others I would have to look up individually. Short answer, they either aren't as common as you think or haven't been decapped or sent to the right person or figured out.
