I do work in the phone industry today. Unfortunately, it is easily spoofable. As far as tracking these aholes down, we do need to get law enforcement involved because of privacy. And with voip services and other 'bypass' methods, they are sometimes miserable to catch.
We are working on ways to match the text of the caller id info. But if the source can change it, it's not a very effective solution.
