It turns out that JPM also start their lamp numbers at 0, so unfortunately that makes a difference. What also makes a difference is that, despite the 68k, the address accesses are actually 8 bit rather than 16, so half the lamp data was being thrown away. For my own sanity I've used a switch statement so I can do rapid testing, but it's a bit ungainly.
Try this driver, unfortunately the lamp numbers in the lay do need 1 adding to them again I think.
