Prehistoric Isle would be a good candidate to do this way - one of the tilemaps is ROM-based, so you can work out where you are just from the offset into the tilemap. It always uses the same ranges of sprite RAM for player, player projectiles, enemies, explosions, etc.
Dooyong hardware shooters would be good candidates, too. There's relatively little interaction with the backgrounds (which are massive ROM-based tilemaps), and you can just pick up enemies and projectiles from sprite coordinates.
